A large amount of scattered coal is directly used for combustion without clean treatment, resulting in a large amount of atmospheric pollutants.

2. Electricity substitution is conducive to reducing air pollution
The relevant person in charge of the Development and Reform Commission pointed out that electricity substitution is a clean way of energy consumption, which is conducive to reducing air pollution and bringing general benefits and social benefits to the public, but its cost is high and must be implemented with policy support. To this end, a part of the national "13th Five-Year Plan" distribution network transformation funds will be used for the transformation of supporting power grids for electricity substitution, and a "green channel" for early intervention, active service, and efficient operation will be established to provide services such as point wiring and grid access according to customer needs.
